Character static, doesn't develop or change
Example Character exactly the same at end as beginning

Character change but unconvincing or unjustified
Example Sudden transformation not supported by what preceded

Logical convincing development even if predictable
Example Reader believes character development but expected it

Deep transformation making reader re-read the beginning
Example After the end, we understand the beginning differently

Example Writer feels character made their own decisions
